I couldn't agree more- what's wrong with a little canned spam. Tastes good, and we all love it.
--------
But I think when we're talking these fake news stories, it's an even bigger scandal, and here's why. Most Americans get most of their news, unfortunately, from television. We know that TV is the worst source to receive news. For instance, back in the first Gulf War, the Hill & Nolten P.R. firm produced 20, at least, video news releases promoting the war. No one has gotten a hold of those to examine them. A reporter from The Progressive investigated this afterwards, and the P.R. firm refused to turn them over. We also know from the University of Amherst study back then, and there have been other studies that have corroborated this with other situations since, that the American public, who watched the most TV coverage of that Gulf War, thought they knew the most, actually knew less than most people who were getting their news through newspapers, for instance, and yet were the strongest supporters of the war. So, the bottom line here is that if you are watching war on television, with all of the propaganda and video news releases that go along with it, you are actually being misinformed, and yet you're more likely to support the war. Television is the number one source of so-called news for most Americans, and a huge proportion of that is fake news.
--------
KEF Media happen to recieve some of the recent govt money for some PR work, by chance? Just curious.
Repackaged promos for various junk, be it makeup, drugs, or whatever, is just child's play. Evidence that the so called news outlets are more interested in money than journalistic integrity, and that they couldn't care less about their viewers. The fact that any of the VNRs would even pass as news, edited and repackaged or not, says volumes about what's considered news, doesn't it?
But then we get into the propaganda pieces put out by govt... pretty disgusting. Even more so when so called news outlets go along with the lies. And to think it's been going on for years... who needs a state run station when all the major outlets are doing your bidding? Liberal news media, conservative news media... what a joke.
BTW, I hold to the "Synthetically Produced Artificial Meat" definition for the acronym, at the least, in it's application to mainstream news. There's nothing real about it.
Foley also noted in the op-ed that a first stage cervical cancer patient who sees a story on her local news that's based on a VNR and learns of a new treatment option for the disease has clearly benefited.
Mimyx is a prescription medicine, so patients receiving the treatment would also get all of the safety and contraindication information they need from their doctors and/or pharamcists. Again, someone suffering from painful eczema who is not familiar with treatment options may well have benefited by seeing the WYTV-33 story.
I don't know that this particular post above is the most appropriate one to add my comment to, but I don't know how to begin a new thread, and it does have to do with religion.
Along with the fashionable trend of late to label those of certain political bents "felons" (or those with particular religious persuasions or humanitarian convictions regarding feeding the poor or hungry, who might happen to be immigrants fleeing only God knows what sort of circumstances in the country from which they came) --- well I'm also hearing rumors of rabble-rousers (or rabble-raisers --- whatever the correct term is) in Sunday School classes going off discussing how the Jews do not "get" the deity of Christ.
I imagine that these are the same sorts of people who silently approve of the war in Iraq, since after all, those people (Moslims) are not "Christian" either.
I am not necessarily particular about Jews or any other race, but here is my question: Have they themselves (who judge the Jews) even read the New Testament, or the words of Jesus? DO THEY KNOW OF ANYONE IN THIS DAY AND AGE WHO FOLLOWS ALL OF THE TEACHINGS OF JESUS? Including themselves?
I am very hard-pressed to think of one person in this day and age who actually lives according to all of the teachings of Jesus. If they are going to cast stones at particular groupings of people, well why don't they just work on their own selves, instead of trying to "fix" and/or accuse everyone else?
We seem to be living in a trend of labelling other people we somebow don't find entirely convenient as things like "bad" or "felon," etc. Well I don't know about them, but I suspect God put me on earth to work on myself --- not other people. I am all too aware of my own personal faults, especially since I live with my own self all the live long day, day after day after day. It can get to be very monotonous living with myself all the time, never being able to escape my own proclivities and all.
And here's another thing. Since they are so big on Christ and all --- then how about if they consider one of the things he said --- particularly this: Christ at one point said that we will know others "by their fruits." What in my opinion this can only mean is that we are not to judge people by things like outward skin color, or even outward labels such as what religion they are, which can also be quite similar to what football team's flag they fly around. This can easily equate to which denomination they outwardly claim --- which has not one thing with how they live their lives otherwise or what they do it private, outside of their personal p.r. agenda/s, which I suppose we all must have to one degree or another.
Here's another thing: if they want to go around majoring in all the wrongs of other people, well they just have not walked a mile in those other peoples' shoes. I mean I would be tempted to go around calling half the world things like "#@+*^s" or other unmentionable terms, but I don't know but that they might have had to become what they became in order to eat, and other such things like that.
I just don't know it all. As a human, I live with only one perspective --- that of my own self and my own observations and experiences.
And this is a major reason that good journalism is so very important in our global society --- to point out to the rest of us what other perspectives might exist out there --- besides just corporate perspectives. Even the perspectives of little animals whose environs are endangered.
Underwriters Labratory (UL) is a gold standard for

I have entered 'the mix' because I can no longer differentiate the liars from the crooks, but our representatives on the hill are not the 'shining stars' of our nations politics. No that dubious honor has be undeniable earned by the White House. All that being said, this 'Abu Zaba monkey' really has a psychotic affinity for killing innocent people. So We and it is We, because our government IS our government, failed to come up with a decent reason for going to war with Iraq, how about a WM Dee-dee-dee for the Bush crew. And now that we have identified real evil in our world (Omoma Bin-Hiding and recently this Abu Mush Zucchini) and we can't KILL THEM. Come on DoD, get some Predators in the air. Most of the time these guys wear flip-flops. I mean really, how fast can they be?
Time was that the Government approved drugs based on its own research. The Republicans, ever on the hunt to complain about paying for honest cops, made a big deal about how such research was wasting taxpayers money. The Big drug companies could do it without charging the taxpayers anything. So government Research was defunded, and the Drug companies got a chance to spin the research how they wanted.
Now that prices are way over the top, the same Drug companies are saying that they have to charge outrageous prices (to Americans only) to fund all that research.
So we get Biased research and still pay for it, but those anti-tax folk are nowhere to be seen.suprise suprise.
Future folk will look back and wonder "What were those people thinking? Wasn't anyone minding the store?"
Isn't this a laugh? No administration in history
has played the press better than this one. How else
to explain the lack of tough questions after 9/11
and the two wars? And where does Rummy appear? With
Rush. Sometimes on Fox. With outlets like that in
the mainstream, who needs a propaganda department?
I've seen the ads on AFN Korea (Air Force Network Korea) where, instead of commercials, troops are usually carpet bombed with Weapons of Mass Distraction (all major sports, series, games...), pearls of wisdom (don't pick your nose, brush your teeth and keep ready for war), morale lifting injections (you serve a great country, learn more about things that shaped Amerika in your public library), and Pure Pentagon Propaganda.
"America Supports You" belongs to the last two categories. People from the street tell their love of what you guys are doin' and like in Sesame Street, they come in all shapes and colors because they are the American melting pot. Here, it's very easy being green, especially a green beret or a Vietnam vet, provided you support Rummy's doctrine with a smile on your face.
I don't know how the said troops react to these shorties. To me they sound like a compulsory long distance feelgood call, a sad farewell - thank you for taking the bullets overthere, we sure do appreciate what you do even if we don't quite get why you do it, but we're much better safe at home, thank you. I'll put a flag on my lawn right away to keep the bad luck outta my place - praise God my son is not among you.
The program is supposed to bring America closer to its military but it exposes how Dubya's Amerika is far away from its own troops. I tell you what Don : America doesn't support you

Subject: FINAL TESTING CONFIRMS BSE CASE IN B.C.

Latest Information
Latest Information (as of April 16, 2006 - 15:00 EST)
Testing at the National Centre for Foreign Animal Disease in Winnipeg has confirmed bovine spongiform encephalopathy in a cow from British Columbia. No part of this animal entered the human food or animal feed systems.
The CFIA is also conducting a thorough examination of potential sources of infection. Investigators will pay particular attention to the feed to which the animal may have been exposed early in its life, when cattle are most susceptible to BSE.
FINAL TESTING CONFIRMS BSE CASE IN B.C.
OTTAWA, April 16, 2006 - Testing at the National Centre for Foreign Animal Disease in Winnipeg has confirmed bovine spongiform encephalopathy in a cow from British Columbia. As reported on April 13, 2006, samples from this animal were sent to Winnipeg for additional testing after screening tests produced inconclusive results.
This finding does not affect the safety of Canadian beef. Tissues in which BSE is known to concentrate in infected animals are removed from all cattle slaughtered in Canada for domestic and international human consumption. No part of this animal entered the human food or animal feed systems.
Preliminary investigations conducted prior to receiving final results identified the animal’s exact date of birth and birth farm — two critical elements required to trace other animals of interest, as defined by the World Organization for Animal Health. With the confirmed positive results and this information already in hand, the Canadian Food Inspection Agency (CFIA) has immediately undertaken the animal component of its investigation on a priority basis.
The CFIA is also conducting a thorough examination of potential sources of infection. Investigators will pay particular attention to the feed to which the animal may have been exposed early in its life, when cattle are most susceptible to BSE. The CFIA is collecting records of feed purchased by and used on the animal’s birth farm. As in previous investigations, the CFIA will also fully consider all other scientific pathways in an attempt to definitively determine how the animal became infected.
This animal, a six-year-old dairy cow, developed BSE after the implementation of Canada’s feed ban. Similar situations are common to almost all BSE-affected countries that have introduced feed controls. Although the design, implementation and compliance of Canada’s feed ban have been rigorously assessed by a number of countries over the past several years, and have been described as robust and effectively enforced, the Government is committed to continuously making improvements where possible. An enhanced feed ban would accelerate the eradication of BSE in Canada. Accordingly, the CFIA has published proposed regulatory amendments, and following extensive consultations, is now in the process of finalizing their content.
The feed ban and national surveillance program which identified this animal, contribute to Canada's interlocking BSE controls. While the feed ban continues to limit the spread of BSE, Canada's national surveillance program effectively monitors the health of the Canadian cattle herd. The national surveillance program, which targets cattle most at risk of having BSE, has tested more than 100,000 such animals since 2003. The detection of only five animals within this high-risk population over the past three years and the age of the animals detected supports the conclusion that the level of BSE in Canada is very low and declining.
The strong participation of producers to facilitate the detection of any suspect cases at the farm level, as demonstrated once again by this most recent finding, and the close collaboration between the Provinces and Federal Government in the surveillance effort demonstrates the shared commitment which exists to protect animal and human health in Canada.
In keeping with its ongoing practice, the CFIA will post to its website updated information as it becomes available.

An unidentified environmental reservoir of infectivity contributes to the natural transmission of prion diseases
(transmissible spongiform encephalopathies [TSEs]) in sheep, deer, and elk. Prion infectivity may enter soil
environments via shedding from diseased animals and decomposition of infected carcasses. Burial of TSE-infected
cattle, sheep, and deer as a means of disposal has resulted in unintentional introduction of prions into subsurface
environments. We examined the potential for soil to serve as a TSE reservoir by studying the interaction of the diseaseassociated
prion protein (PrPSc) with common soil minerals. In this study, we demonstrated substantial PrPSc
adsorption to two clay minerals, quartz, and four whole soil samples. We quantified the PrPSc-binding capacities of
each mineral. Furthermore, we observed that PrPSc desorbed from montmorillonite clay was cleaved at an N-terminal
site and the interaction between PrPSc and Mte was strong, making desorption of the protein difficult. Despite
cleavage and avid binding, PrPSc bound to Mte remained infectious. Results from our study suggest that PrPSc released
into soil environments may be preserved in a bioavailable form, perpetuating prion disease epizootics and exposing
other species to the infectious agent.

Epidemiology Update March 23, 2006
As of today, 13 locations and 32 movements of cattle have been examined with
27 of those being substantially completed. Additional investigations of
locations and herds will continue. In addition, state and federal officials
have confirmed that a black bull calf was born in 2005 to the index animal
(the red cow). The calf was taken by the owner to a local stockyard in July
2005 where the calf died. The calf was appropriately disposed of in a local
landfill and did not enter the human or animal food chain.

what would you expect, nothing less than shoot, shovel and shut the be nice up.
no mad cow in USA, feed ban working, no civil war in Iraq either.
I don't plan on harping much more on this subject, but is it not quite obvious that making felons out of people who give drink to the thirsty and food to the hungry, nothing other than the enforcement of a very biased political bent?
There are many people whose very religious beliefs teach them to give food to the hungry and drink to the thirsty. To make felons of them is nothing more than pushing the extra-chromosone (as I believe Gore once put it), ultra red-neck extreme off on the whole country.
Frankly to me this sort of dictatorial legislation sounds very anti-christ, particularly being that it is totally against the teachings of Christ, if not usurping of individual autonomy.
Also I wonder if there is not a bit of the "channel-the-anger" propaganda involved. In society there is quite a bit of collective anger, and of course p.r. wants to shift, center and focus it on some sacrificial lamb type of target. So how about immigrants, and those who assist them, and perhaps particularly if their religious beliefs (and/or priorities) are slightly off-center of other echo-chamber "norms." (E.g. --- a belief in feeding the hungry and giving drink to the thirsty, etc. Welcome to the SOUTHERN, lynchin' brand of hospitality, except these days it seems to be the slow kill variety, of letting the hungry and/or thirsty starve or faint.)
Okay enough of this "harp." I plan to neither harp nor hype on this particular subject any more. But truth will still remain the truth, nevertheless. Whether or not it is harped on or hyped over. We'll just perhaps become very far removed from it, that is all, and then we'll wonder why all of life has become so hellish. "Gee Ma --- is it gettin' hot in here???????"
367. China's role and the payment to it (12/27/05)
China not only invested its surplus dollars in US financial market, it is also a major partner with D.O.J. in the plot of framing a big drug case. The payment paid to China is huge.
The first big one was the membership of WTO in 2001. Chinese economy since grew so rapidly that it is now the sixth economic power in the world. Then when D.O.J. exhausted its resource such like sacrifice the dissidents, it sold Taiwan's independence.
There are two big parties in Taiwan. One is the Nationalist Party which insists "one China" policy. The other one is the Democratic Progress Party which wants independence. Of course, an independent Taiwan is for US' interest. So we saw in last decade, the former ruling party the N.P. was torn apart and at last lost its regime. The D.P.P. took over the reign power of Taiwan on 2000.
But that trend changed in late 2003 when Taiwan became a chip in secret deal between US and China. (see #206, 254, 255, 293, 296)
In April and May, twice Arnold Schwarzenegger had planned to visit China. I warned in advance that he was for a secret deal with a bribe of 25 billions of pension fund investment. (see "303. April plot and secret deal (4/12/05)") He thus postponed his visit and that investment plan has never heard of since then.
It was replaced by another deal. It was Taiwan. In late April and early May, two major opposition leaders, Lien Chan and James Soong, visited mainland China. It was a big step forward for the unification and put the pro-independence President Chen Shui-bian on the defensive.
Furthermore, Chen Shui-bian's life became a chip too. While James Soong was in China, the Taiwan's President was invited to a small island country in Pacific Ocean. The country was so backward that there was no airport big enough for the landing of a Boeing. Chen Shui-bian had to take an old hydroplane in a neighbor big island. I also was impressed by the report that he was entertained by a personal sail with the Island President. There was wind. The sea was rough. The wave was big. President was wetted. He compared the rough sea with his Political life. He didn't know the rough sea could become a dead sea for him if a framed case went on successfully in US.
I didn't keep the newspaper (Part information was from TV) because at that time I thought the unification visit of Taiwan's opposition party was the only payment. I didn't expect the Inside group would sacrifice a President's life whom work for it. I only realized it when the similar case repeated later.
O'Dwyer's PR Daily [http://www.odwyerpr.com/members/0410propaganda.htm notes that], in addition to the New York Times [[Fox News]] was targeted with [[Psyops]]. Fox "ran a video of the atrocities committed by [[Saddam Hussein]] that it received from the Pentagon's psychological operation corps."
Just want to say that I'm not positive that it was me who originally came up with the pun "Let us prey." I'm thinking I might have read it in a newsletter or magazine somewhere, or maybe even just heard someone else say it.
But I want to make a note of that, because sometimes it can be more or less offensive to use someone else's pun or phrase and what-not. Or (to make a long story longer), I would not want to assume it would not be offensive to someone else if that someone else thought of it (first), and then a second person used it, AS IF the second person had thought of it first when they did not. And so help me God I do not want to give anyone any life-long trauma for stealing their ideas. N6w 0y c60-4ter 2eys are 0essed 4-!!!! Was g65ng t6 say that th5s 0ay s64nd tr5v5a3, b4t . . . .
I was going to start a new comment (section), but for some reason the "Forum" link does not come up. (Have I been singled out, or does it not come up for anyone else, as well?)
Okay after deciding to title this post "Let us pray," for a joke "let us PREY" sounded better --- more vulture-like. But the pun really doesn't have to do with this post, necessarily. ("Propaganda = Cry wolf" was another possible title I was going to put.)
ANYWAY THAT SAID, HERE IS MY THOUGHT FOR THE DAY, AND THE REASON FOR THIS POST:
Yesterday on the national television news media there were headline-type (or would that be headline-hype?) words sprawled across the screen: "WAR AT THE BORDER."
Okay this gives rise to the question --- Is propaganda nothing more than a thicket of "cry wolf" --- ?
Are archeologists from the future going to dig up this television footage and presume a big vicious BORDER war was going on at this point in history?
All because of a VNR campaign to generate a sense of war-type/war-hype urgency over immigrants from South of the border?
If I fear for my life at the moment, it is not because of Mexicans trying to come up here to earn dollars, the only currency which seems to have the power to "speak" in the world today --- for some reason or other.
I wanted to word the above "at what point does propaganda become 'cry wolf'?" But after thinking about it more and more, it seemed obvious to me that all underlying agendas of propaganda are "cry wolf" --- by their very nature.
Let us hope, or let us pray rather, that if we ever have any true war, we will be able to discern the difference between reality and this crying "wolf." (As if we will want to know via first-hand experiences.) But the point is that we well might not even know what to believe the next time we see "proclamations" of "war" from our news media television screens over certain issues which are somehow vital to them. The word "war" is no longer even an attention-getter because it has become so over-used for various unlerlying VNR purposes.
One thing is for sure, and perhaps it is a good thing we've come to know this: It is that our television screens do not proclaim "the gospel," so to speak (or as a figure or speech I simply mean that we are not going to get the "truth" from them --- no offense meant to other religions).
Also --- I am not doubting that SOME entity has proclaimed "war" on immigration (like, whoever does the VNRs). What exactly that entity is is rather nebulous, however, since the government is SUPPOSED to be divided in powers and agendas and such, and separate from the media.
Okay I've "gotta get" now --- no more time for this.
...and those who run and support this site (and every other liberal outlet) hate that but have to admit- they're the minority. and for 'democracy loving' people that must hurt.
you can covertly gain control of networks, print, colleges for the last century of US decline, but if you're tribe is only 3% how you gonna really run the country?
366. Low interest rate and the role of Japan (2) (12/22/2005)
Since both directors of FBI and DEA stepped down from their posts in June 2001 because they authorized to sign a secret deal with China, D.O.J. changed its way of making secret deal. They let celebrities to promise a deal without a signature. Such like Ashcoroft in Moscow, Rice in Moscow and Beijing, Mueller in Bejing, and Bush with Chinese Presidents in international meeting. Same thing took place in Japan in 2004.
On 9/9/04, a popular anti-Japanese writer Iris Chang died of a gun shot.
Next day on 9/10, Arnold Schwarzenneger had a visit to Japan. On same day Japanese government declared its territorial water was intruded.
On 9/12, Japan demanded an apology from China.
It was an evident deal. So far as I know, Arnold had made three open visit abroad after he became the Governor of California.
1) On 5/1/04, he visited Israel and Austria.
2) On 9/10/04, he visited Japan.
3) On 11/14, he visited China. see "358. New secret deal (11/17/05)'
The first one was a "thank you" visit for let him to be the Governor of California. The later two were to be representative of D.O.J. to promise secret deals. Although all these visits were in the name of "promoting trade".
2. US supports Japan to be a permanent member in Security Council of United Nations. This will largely promote the diplomatic and political position of Japan in the world. Japan starts to work actively this year on this issue.
3. Re-build Japanese military.
In later October this year, the Japanese ruling party passed a resolution to change the Constitution. The present Japanese constitution is known as a Pacific Constitution which was done under the direction of US occupation troops. It abandons the military method to resolve international dispute. Now Japanese wants one of their own.
The Asian countries are alarmed by Japanese movement. They think this is the first step Japan to re-build its military. People rarely know this is the result of a secret deal. US media almost censored such kind of news. Have you ever noticed that two weeks ago was the anniversary of Pearl Harbor event? It passed quietly like it has been forgotten.
Japan, with its money, in a rare chance, starts to buy back its military and political power from the Inside group of US.
Quote, "Men, whites, Catholics boost Bush in latest AP poll
12/9/2005
WASHINGTON (AP) — President Bush's improved standing with whites, men, Catholics and other core supporters has been a key factor in pushing his job approval rating up to 42%. That's the highest level since summer."
Does the population of whites, men increased by 5%? Or 5% of people turn to be Catholics? If these are core supporters, how can they be counted flip flop 5%? When "information operation" office manipulates the poll number, they pick up a reason by hand. No matter how absurd it is.
Poll is a tool used to control public's mind. It represents the intention of the Inside group not people's.
Pope John paul had had a strong message for President George W. Bush: God is not on your side if you invade Iraq." This was said two years ago. So how can catholics a core supporter to Bush?
Quote, "U.S. Church Alliance Denounces Iraq War
By BRIAN MURPHY, AP Religion Writer Sat Feb 18,
PORTO ALEGRE, Brazil - A coalition of American churches sharply denounced the U.S.-led war in Iraq on Saturday, accusing Washington of "raining down terror" and apologizing to other nations for "the violence, degradation and poverty our nation has sown."
The statement, issued at the largest gathering of Christian churches in nearly a decade, also warned the United States was pushing the world toward environmental catastrophe with a "culture of consumption" and its refusal to back international accords seeking to battle global warming.
The two-page statement from the WCC group came at the midpoint of a 10-day meeting of more than 4,000 religious leaders, scholars and activists discussing trends and goals for major Christian denominations for the coming decades.
The churches said they had "grown heavy with guilt" for not doing enough to speak out against the Iraq war and other issues.
Where do these "Bush supporters" come from? Neither from Catholics nor from Christians. What else left? Only come from the magician's hat of media's poll. The actual figure may be well below 20%.
Jupiter, I do believe that if the world followed what
I believe to be the true teachings of Christ, the world
would be a much better place. I will never claim to
be a Biblical scholar, but I'm fairly confident that
those teachings include tolerance and forgiveness.
Concepts like hatred, revenge, and bigotry don't fit.
Love of all mankind does. That's why folks like our
President and Rev. Robertson have little business calling
themselves Christians, IMHO.
Being that I am on the lurk for anyone subtlely trying to discredit me (or anyone speaking their own mind), I'm sure that it sometimes takes on certain forms of hyper-sensitivity, or what could come across as that, in my trying to be "careful." It can become being careful to a fault.
I probably shouldn't assume that everyone thinks of Jesus in the same way, but even people who are skeptical of his existence, or of his "deity," or other aspects of him, do often nevertheless appreciate the fact that if he did exist, his teachings have certain merit.
Also the people who parade around as better-than-the-average Christian ("enlightened" is often their word of fancy) had better get with the stick as far as flying the flag around as a convenient name to wave, particularly when there are glaring discrepencies between that and actually doing according to his teachings. So it is only natural that I bring up Christianity and Jesus when it is obvious that their lives are becoming further and further from his actual teachings, while they ride on the wave of the popularity of any special and presumed association with Jesus or Christ.
I do tend to assume that everyone uses "Jesus" as a measuring stick or guideline. (And maybe I go overboard on this.) However when very many people who pride themselves in a presumed next-to-Godness (of a "Christ" form, as if they hold a personal monopoly on him or this particular religion) --- when very many of these sorts can't even follow their own creed, then I do like to try to point this out --- particularly when their constituency or voting block has been bamboozled because of these sorts of apple pie presumptions.
Mad Cow: A Case Study in Canadian-American Relations
Publication Date: March 2006

Executive Summary: The purpose of this paper is to examine the trade, regulatory, and political relationship between Canada and the United States through the lens of a single case study. On the basis of this case study, the author offers the following recommendations:
The fact that nearly.5 million cattle under 30 months were exported to the US in the second half of 2005 suggests that the Canadian-American trade in cattle and beef will likely return to its high levels before the BSE crisis struck. Therefore, subsidies introduced during the crisis to Canadian cow and calf producers, feedlots, and other incentives given to the meatpacking industry should be phased out quickly, as they may give rise to American trade action or complicate the USDA's re-opening of the border to older cattle. New federal or provincial subsidies to the industry for disposing of "specified risk materials" (i.e., organs such as the brain and spinal cord where the highest concentration of the BSE agent is found) should be avoided for the same reason.
Diversifying Canadian beef exports from North America to Asia is difficult and offers limited opportunities. Under NAFTA, Canada and Mexico both have free access to the American beef market (unlike the non-NAFTA countries which face quotas) and this market will again prove to be the most profitable one for Canada.
From 2003 to 2006, both Canada and the US added regulations on meatpacking and animal feed. Canada's regulations are stricter and produce more risk reduction for BSE than the US regulations. Given that contaminated feed and infected cows originating from Alberta still pose a small risk to free trade, it is important for Canada to keep this edge. Canada should follow this development with confidence-building measures such as joint USDA-Canadian Food Inspection Agency monitoring and inspection of Canadian facilities. Canada should ensure that the compliance rate of its feed mills consistently exceeds US rates.
Canada should also apply its efforts to developing a stronger NAFTA working relationship. Working closely with the USDA on practical harmonization steps is a key interest for Canada. Given the renewed closure of the Japanese market to US exporters after a December 2005 incident in which specified risk materials were found in a US shipment to Japan, the US is also keen to establish a stable regulatory regime.
The USDA designated Canada as the only country in the world in which BSE was present
and which could continue to export beef products to the United States. This was a

Kevin Foley

Mammalian-to-ruminant Feed Ban: Refers to the 1997 Health of Animals
Regulations that prohibits feeding protein derived from mammals to ruminant animals
such as cows, sheep, deer, etc., with the exception of porcine- or equine-derived
protein.
snip...
Canada’s feed ban prohibits feeding most mammalian proteins to ruminant animals,
such as cattle, sheep and goats. The ban requires rendering facilities, feed
manufacturers, feed retailers and livestock producers to follow and document
production and feeding procedures to prevent the inclusion of prohibited materials
in feed and feed ingredients intended for ruminant animals, such as cattle, sheep and
goats.
snip...
1.3 Canada’s feed industry
The feed ban regulations apply to Canada’s feed and livestock industry, which
consists of rendering plants, commercial feed mills (that manufacture half of
Canada’s production), and feed retailers. The regulations also apply to on-farm feed
mills and farms that feed cattle and other ruminants.
The feed sector is Canada’s 16th largest manufacturing industry, with annual
production of 15 million metric tonnes. It employs about 9,000 people. The value
of production from this sector is $3.5 billion annually. In addition to the feed sold in
Canada, feed is exported (primarily to the US), and feed from the US is also
distributed and sold in Canada. Swine, dairy and poultry feed accounts for 85% of
all feed produced and sold by Canadian feed manufacturers.
The chart below depicts a typical feed cycle showing the feed inputs from farms,
abattoirs and dead stock that enter the feed manufacturing cycle. The product enters
through the rendering process and is passed through to the feed mills and
distributors.
snip...
Canada’s rendering industry
It is important to note that only six of the 29 rendering facilities have a permit from
the CFIA that authorizes them to handle both prohibited and non-prohibited
material.
Two thirds of the 29 rendering facilities in Canada are owned and operated by large
corporations. These corporations include international vertically integrated food
companies. Seven rendering facilities are attached to federally registered slaughter
plants, which helps to ensure that these companies have very tight control over the
rendering and disposition of raw material from their operations.
In 2003, Canadian renderers processed approximately 2.2 million tonnes of inedible
animal by-products. More than 50% (556,000 tonnes) of the products manufactured
by rendering were protein meals (including blood meal). The remaining products
were animal fats and fatty acids. In 2003, Canada produced approximately 478,000
tonnes of MBM (including cattle, pork, poultry and fish protein meals). In 2003,
approximately 535,000 tonnes of animal fats, fatty acids and oils, and 77,600 tonnes
of blood and feather protein meals were also produced.
All of Canada’s rendering plants are members of the Animal Protein Producers
Industry Association (APPI), and this association has sponsored the adoption of
HACCP-based Quality Assurance Programs. A number of large rendering facilities
representing 74 % of the production have implemented these process controls which
include an audit by a third party to ensure compliance.
snip...
As a precautionary measure, Canada imposed a partial mammalian-to-ruminant feed
ban on August 4, 1997.
snip...
The United States introduced similar regulations at the same time in an effort to
institute a North American strategy to prevent BSE from gaining a foothold in the
US and Canada. The Canadian and US regulations were harmonized. The provisions
were similar in content and the timing of their application in order to maximize the
integration of the North American feed system. A notable difference in Canadian
regulation was the exclusion of poultry litter and plate waste from feeds.
When the ban was introduced, a decision was reached not to recall the feed that was
currently in the system, given the perceived low risk. All retailers were given a grace
period until September 3, 1997 to use or distribute feed already produced. Feed
manufactuerers received a grace period until October 3, 1997 to comply with
labelling requirements. Livestock producers were given a grace period until October
3, 1997 to use the feed manufactured prior to the feed ban. The US also adopted
these measures, given the similar risk profiles of the two countries.
snip...
Canada followed a responsive and precautionary approach with respect to
developing the 1997 feed ban regulations
Canada, along with international partners, had devoted considerable effort to
controlling BSE over the decade leading up to the 1997 feed ban. The following is a
chronology of events relating to BSE and the control measures Canada put in place
to mitigate the spread of the disease:

Men, whites, Catholics boost Bush
...and those who run and support this site (and every other liberal outlet) hate that but have to admit- they're the minority. and for 'democracy loving' people that must hurt.

That's the highest level since summer."
http://www.usatoday.com/news/washington/2005-12-09-bushpoll_x.htm

THUS, THE BSE MRR WAS BORN, the legal trading of all strains of TSE globally. JUST one country scratching the others back with more BSe. ALL one has to do is read the BSE GBR risk assessments;
