An Officer and a Conflicted Man: McCaffrey, the Pentagon and Fleishman-Hillard

What will it take, for the Defense Department officials involved to be held responsible for an illegal government propaganda campaign? Why don't news professionals realize that they need to vet their commentators and disclose any potential conflicts of interest to their audiences? When will the cable and network television stations that featured the Pentagon's pundits tell viewers that their war commentary was anything but independent?

An in-depth article on one of 75 retired military officers covertly cultivated by the Pentagon to be its "message force multipliers" recently raised these questions yet again. Retired general, NBC News analyst and industry consultant Barry McCaffrey is a prime example of "a deeply opaque world," where "privileged access to senior government officials" and "war commentary can fit hand in glove with undisclosed commercial interests," writes New York Times reporter David Barstow.

"Barack and socialism? No, our country deserves better," implored Mark Williams.

It was only a few minutes into the October 22 rally staged by Our Country Deserves Better, a political action committee (PAC) formed to oppose the Democratic presidential candidate. But Williams, a conservative talk radio host from California, was just getting warmed up.

"Barack Obama represents people who are ashamed of this great country, who believe that this great country is the evil in the world and that, in their revisionist history, they cast us as the villain," Williams claimed. "And if we dare question them ... like Joe the Plumber: 'Mr. Obama, what are you going to do to my taxes?' That was enough for the dogs who support the ideological left to go after Joe the Plumber and shred him. ... There's no such thing as sacred, among the unholy left. They vilify this nation, and they vilify those of us who support it. ... [It's] the same kind of thuggery of the left that's used by totalitarian regimes around the world to silence opposition."

Towards the end of the rally, Williams invoked a long-discredited smear against Obama that seems designed to play on fears of his "otherness": that he's not really a U.S. citizen. "We all know that Barack Obama is not qualified to be president of the United States, beyond being above the age of 35 and probably an American citizen," said Williams, emphasizing the word "probably." He laughed and then repeated: "Probably. Even money."

Unlike his hypothetical conservatives cowed by leftist thugs, Williams will not be silenced.

Stealth Marketers Gone Wild: Will the FCC Act?

One of my favorite critiques of our ad-saturated modern world is in "Infinite Jest," the epic novel by recently-departed author and essayist David Foster Wallace. In the novel's not-too-distant future, time itself has become a corporate marketing opportunity. There's the Year of the Trial-Size Dove Bar and the Year of the Depend Adult Undergarment. That's not to mention the Year of the Yushityu 2007 Mimetic-Resolution-Cartridge-View-Motherboard-Easy-To-Install-Upgrade For Infernatron/InterLace TP Systems For Home, Office, Or Mobile, which is often abbreviated.

The novel's system of Subsidized Time is hilarious ... and you can almost imagine it really happening. At least corporate-sponsored years wouldn't present the disclosure problems of today's stealth ads -- marketing messages that masquerade as entertainment or news content.

The Center for Media and Democracy believes that all advertising should be as clearly announced as the Year of the Trial-Size Dove Bar. That's why we just filed a comment with the Federal Communications Commission (FCC). The FCC is debating how its sponsorship identification rules apply to product placement, product integration and other types of "embedded advertising" relayed over television or radio stations.

In 2003, Commercial Alert urged the FCC to address product placement disclosure. "Advertisers can puff and tout, and use all the many tricks of their trade," the watchdog group wrote (pdf). "But they must not pretend that their ads are something else."

Especially, we would add, when that "something else" is news programming.

Cracking the Pentagon Pundit Code

As reporters and researchers know all too well, releasing information isn't necessarily the same thing as releasing useful information.

Case in point: the Pentagon's military analyst program. In early 2002, the Defense Department began cultivating "key influentials" -- retired military officers who are frequent media commentators -- to help the Bush administration make the case for invading Iraq. The program expanded over the years, briefing more participants on a wider range of Bush administration talking points, occasionally taking them overseas on the government's dime.

In April 2006, the group was used to counter criticism of then-Defense Secretary Donald Rumsfeld. The apparent coordination between the Pentagon and the pundits piqued the interest of New York Times reporters. Two years later -- after wresting some 8,000 pages of internal documents from the Defense Department -- the Times exposed the Pentagon's covert attempts to shape public opinion through its so-called "message force multipliers." A few weeks later, the Defense Department posted the same documents publicly.

It wasn't the high-octane data dump it first appeared to be. Sure, paging through the emails, slides and briefing papers is interesting, and occasionally you come across something noteworthy. But the documents are formatted in such a way that systematically exploring them via keyword searches is impossible. A cynic (or realist) might think the Pentagon was doing damage control by putting the documents out in the open, while making it near-impossible to find crucial needles in a very large, chaotically-compiled haystack.

Meet the Nuclear Power Lobby

The nuclear power industry is seeing its fortunes rise. "Seventeen entities developing license applications for up to thirty-one new [nuclear] reactors did not just happen," boasted Frank "Skip" Bowman. "It has been carefully planned."

Bowman heads the Nuclear Energy Institute (NEI), the main lobbying group for the industry. His remarks (PDF), at a February gathering of more than 100 Wall Street analysts, were part of a presentation on "reasoned expectations for new nuclear plant construction."

Bowman knew it was important to impress his audience of wary potential investors. "We are where we are today because this industry started many years ago on a systematic program to identify what went wrong the last time," he said, "and develop ways to eliminate or manage those risks."

Pentagon Pundits, Media Reform and Talking Back to Bill O'Reilly

As Paul Schmelzer wrote on the Minnesota Independent website, "There were two National Conferences on Media Reform in Minneapolis over the weekend: the one I attended and the one Bill O'Reilly, Juan Williams and Fox News talking head Mary Catherine Ham didn't."

O'Reilly's show tried to manufacture controversy about the conference, which I and others from the Center for Media and Democracy attended. But before addressing that, how about some real news on a genuinely controversial issue?

During Sunday's closing plenary, FCC Commissioner and fake news foe Jonathan Adelstein pledged to push for multiple thorough investigations of the Pentagon military analyst program. So far, the Pentagon's Inspector General and the Government Accountability Office (GAO), the investigative arm of Congress, have launched inquiries into the Defense Department's secret cultivation of military pundits. But those investigations aren't enough.

When Recycling Isn't: Lessons from a Nuclear Industry Conference

I learned many things at the Nuclear Energy Institute's (NEI's) annual meeting, but perhaps none more surprising than this: When nuclear power executives discuss the state of their industry, they highlight many of the same issues as their environmentalist opponents.

Of course, the emphasis and even the language are different. But presenters at the "Nuclear Energy Assembly," held in Chicago from May 5 to 7, discussed financing for new nuclear plants, nuclear waste storage and nuclear weapons proliferation concerns.

Nuclear power opponents argue that the industry shouldn't expect or need government support, some fifty years into its existence. In a hotel conference room populated mostly with gray-suited older white men, industry executives repeatedly called for an expansion of federal loan guarantees for new nuclear plants.

Early on in the conference, NEI president and CEO Frank L. "Skip" Bowman said, "We use loan guarantees in this country to support ship building, steel making, student loans, rural electrification, affordable housing, construction of critical transportation infrastructure, and for many other purposes. Please don't tell me that America's electric infrastructure is any less important." He added, "I wish someone would tell me when the word 'subsidy' became a slur, a four-letter word. ... What is there of value in American life that is not subsidized, to some extent?"

What the Pentagon Pundits Were Selling on the Side: Propaganda Meets Corporate Lobbying

The Pentagon launched its covert media analyst program in 2002, to sell the Iraq war. Later, it was used to sell an image of progress in Afghanistan, whitewash the U.S. detention center at Guantanamo Bay, and defend the Bush administration's warrantless wiretapping, as David Barstow reported in his New York Times expose.

But the pundits weren't just selling government talking points. As Robert Bevelacqua, William Cowan and Carlton Sherwood enjoyed high-level Pentagon access through the analyst program, their WVC3 Group sought "contracts worth tens of millions to supply body armor and counterintelligence services in Iraq," reported Barstow. Cowan admitted to "push[ing] hard" on a WVC3 contract, during a Pentagon-funded trip to Iraq.

Then there's Pentagon pundit Robert H. Scales Jr. The military firm he co-founded in 2003, Colgen, has an interesting range of clients, from the Central Intelligence Agency and U.S. Special Operations Command, to Pfizer and Syracuse University, to Fox News and National Public Radio.

Of the 27 Pentagon pundits named publicly to date, six are registered as federal lobbyists. That's in addition to the less formal -- and less transparent -- boardroom to war-room influence peddling described above. (There are "more than 75 retired officers" who took part in the Pentagon program overall, according to Barstow.)

The Pentagon pundits' lobbying disclosure forms help chart what can only be called a military-industrial-media complex. They also make clear that war is very good for at least some kinds of business.

A Bad Week for Corporate Spies

If Cara Schaffer contacts you, be wary. Take emails and online comments from "activist2008" and "stopcorporategreed" with a grain of salt. Londoners, be on the lookout for Toby Kendall, a.k.a. "Ken Tobias." And activists everywhere should think twice before putting documents in the recycling or trash bins.

Over the past week, reporters and activists outed three different corporate spying operations. As John Stauber and Sheldon Rampton wrote in their 1995 book "Toxic Sludge Is Good for You!": "Movements for social and political reform have often become targets of surveillance. ... The public relations industry has developed a lucrative side business scrutinizing the thoughts and actions of citizen activists, using paid spies who are often recruited from government, military or private security backgrounds."

Last week's revelations show that these underhanded tactics are very much in use today. And they don't just impact the groups being infiltrated. By privileging corporate interests, effectively giving them the first and last word on an issue, they distort vital public debates.

Indian Point on the Potomac: Entergy's New Safety Panel and PR Firm

There's no question that New York's Indian Point nuclear power plant could use some public relations help. But Entergy, Indian Point's owner, might have chosen their new PR firm a little more carefully.

Last year, the state of New York asked the U.S. Nuclear Regulatory Commission (NRC) to deny the plant's license extension application, citing "a long and troubling history of problems." It was "the first time that a state had stepped forward to flatly oppose license renewals," according to the New York Times.

Then, in January, the NRC proposed a $650,000 fine against Indian Point, for having repeatedly missed deadlines to install a new emergency siren system. The fine is "10 times the normal size" of such sanctions, reported the Times.

To address such criticisms, Entergy has retained the Burson-Marsteller firm, funded the pro-nuclear "New York Affordable Reliable Electricity Alliance" and brought Greenpeace activist-turned-PR consultant Patrick Moore to New York. Last month, Entergy made another effort to, in their own words, "provide public assurances about the operation and protection of New York's largest nuclear power facility." They announced the formation of an "Independent Safety Evaluation" panel to investigate Indian Point.
