Here at the Center for Media and Democracy (CMD), we see WikiScanner as a great way to better understand how public relations firms and other "perception managers" are subverting online discussions and social media. And what better website to track this on than Wikipedia, the world's most popular wiki, or collaboratively edited website?

What does it mean to be a nation at war? Is it possible to exercise democratic control over a wartime government that dismisses honest criticism as unpatriotic? What should citizens do when members of their military not only commit crimes -- as happens during every war -- but also rely on propaganda to hide mistakes and to embellish or even create victories, as happened in the cases of Army Ranger Pat Tillman and Private Jessica Lynch?

Those are big questions, but a few things are clear. One is that the secrecy, deception and constraints sought by wartime administrations are anathema to the transparency, accountability and freedom necessary to democracy. As James Madison warned, "Of all the enemies of public liberty, war is perhaps the most to be dreaded, because it comprises and develops the germ of every other."

Another truism is that citizens retain the right to receive information and provide guidance to their government during wartime. The last is that, while security concerns may legitimately restrict what information can be shared when, maintaining civilian oversight of war operations helps ensure that human rights standards are upheld.

Perhaps the most important effort to provide oversight of ongoing U.S. wars was the April 24 Congressional hearing on battlefield misinformation.

U.S. Under Secretary of State Karen Hughes' remarks at the "Private Sector Summit on Public Diplomacy" opened on a militaristic note. "Looking around the room and seeing the quality and the scope of the talent represented here," she said, "I feel like reinforcements have arrived."

The FCC and Armstrong Williams' Continuing Legacy

There are many reasons why federal investigations might take some time to conclude. Perhaps the issues are complex. Maybe the parties under investigation are less than forthcoming. The investigating agency may lack the resources needed to resolve the matter in a timely fashion.

On the other hand, a stalled investigation may be part of a crisis management strategy. When an embarrassing ethical or legal transgression surfaces, launching an investigation sends the message that the matter is being taken seriously. Thanks to a rapid news cycle and a lack of follow-up reporting, public attention shifts elsewhere as the investigation continues. Closing the investigation can be seen as counter-productive, as it once again calls attention to the problem and creates the expectation that the findings will be acted upon.

Representative John Dingell (D-Mich.) may well have been pondering such matters on March 14, when he pointedly asked Federal Communications Commission Chair Kevin Martin about the status of the agency's ongoing Armstrong Williams investigation.

An Army of Thousands More: How PR Firms and Major Media Help Military Recruiters

Increasing "the ranks of our military" is "one of the first steps we can take together" to "position America to meet every challenge that confronts us," said President Bush in last week's State of the Union address. "Tonight I ask the Congress to authorize an increase in the size of our active Army and Marine Corps by 92,000 in the next five years."

The 92,000 figure was put forward by Defense Secretary Robert Gates, who told the Senate Armed Services Committee on January 12 that more troops are needed to boost "combat capability" and "strengthen our military for the long war against terrorism." The Pentagon plans to meet that goal by reenlisting former Marines and increasing the Army's recruitment and retention rates.

Under the plan, the Army would only "slightly increase its recruitment goals -- by 2,000 to 3,000" a year, according to UPI. But in 2005, "the Army failed to meet its annual recruiting goal by the widest margin in two decades," reported the New York Times. To meet its 2006 goal, the Army hired more recruiters, raised the maximum allowable age for recruits, doubled the percentage of recruits who scored low on aptitude tests, issued waivers for some recruits' prior convictions, and significantly increased cash bonuses.

If it was that difficult for the Army to meet past recruiting goals, how will it meet future, larger ones? Some clues are offered in the Army's self-nomination for a prestigious public relations award.

"Congress and the courts have stressed that as fiduciaries given the free use of the public airwaves, broadcasters are obligated to operate in the public interest. Flagrantly deceptive practices are inconsistent with that obligation and can find no sanction in the First Amendment."

Those words were written by Henry Geller, a former general counsel of the Federal Communications Commission and assistant secretary of commerce for communications and information. Today, the StarTribune in Minneapolis/St. Paul published an op/ed that Geller and I co-authored. The piece (copied below) describes why full disclosure of video news releases (VNRs) is both vital to the public interest and supported by legal precedent.
