You can bet that 17 percent of charter schools that exceeded "performance" of public schools are the charter schools that are free to cherry pick students.
Charters aren't public schools; they are private schools designed to siphon taxpayer money from public schools and have no accountability attached to spending that money.
They need to be banned--like yesterday. They serve no purpose at all other than to enrich the few at everybody else's expense.
