The approach to letting us believe that our Congress is NOT influenced by the tiny fraction of one percent of our citizens that max out their political contributions that I like is this: Let citizens give $100 coupons to their choice of candidates for their congressional districts to any candidate who agrees to accept only those funds. Prof. Lawrence Lessig and Root Strikers seem to support such a plan. You may be able to find a video of a talk by Lessig that discusses such a plan.
